Compulsory COC certification
All vehicles imported into Algeria must obtain a Certificate of Conformity (COC). This is a mandatory prerequisite for customs clearance. Vehicles without a valid COC will be detained by customs and may face fines (up to 15% of the value of the goods), return of shipment, or even destruction.

Import Quota System
The Algerian government implements a quota system for vehicle imports. Annual import quantities are capped, and importers must apply for an import license from the government to import vehicles within the quota.

Franchise Regulations
New car imports require a franchise. Car dealers must first sign a franchise contract with the manufacturer and obtain a formal license (valid for five years) from the Minister of Industry before they can import vehicles for sales.

Vehicle Age and Port Restrictions
Be aware of seasonal import bans. During peak season (e.g., June 15th to September 15th), the ports of Algiers and Oran temporarily ban the import of new cars, vehicles under three years old, vans, and transport vehicles with more than seven seats. These vehicles must enter through designated alternative ports (such as Béjaïa, Skikda, and Annaba).

Price Verification
Algerian customs strictly checks declared prices. They rely on a modern information system called "ALCES" to verify the declared value of imported vehicles by comparing international market price data. If significant differences are found, they may be reassessed and fines may be imposed.
Procedures and Documents Required for Customs Clearance
To handle customs clearance for imported vehicles into Algeria, you need to prepare the following documents:
- COC Certificate of Conformity
Overseen by the Algerian Institute for Standardization (IANOR) and issued by authorized certification bodies such as SGS, BV, Intertek, and Cotecna.
- Commercial Invoice
The original copy must include detailed vehicle information (type, nature, specifications, VIN number, engine displacement, price, etc.), trade terms (FOB is recommended), place of origin, destination, and HS code. The exporter must sign a declaration of origin and price.
- Packing List
Detailed packaging information.
- Bill of Lading
For sea transport, Algerian carriers are preferred.
- Certificate of Origin (COO)
- Certificate of Free Sale
Requires certification by the China Council for the Promotion of International Trade.
- Electronic Cargo Tracking Note (ECTN)
Required; otherwise, the goods will not be cleared and picked up at the destination port. The ECTN number must be included on the bill of lading.
- Importer Information
The importer's National Identification Number (NIF Code): 15 to 20 digits. This number must appear on the bill of lading as the consignee, notify party, or in the bill of lading.
If the consignee is an individual, the consignee's National Identification Number (NIN) must be included on the waybill and invoice.
